This report is a critique of the pilot projects and related studies. The Comprehensive Everglades Restoration Plan (CERP) is the plan enacted by the U.S. Congress for the restoration of the Everglades ecosystem in southern Florida.. There are 68 projects that constitute the Comprehensive Everglades Restoration Plan (CERP), of which 20 were authorized in the Water Resources Development Act of 2000 (P.L. A moderate number of the tasks in the PMP are not described in enough detail to allow for a substantive critique of methods at this stage. Ecological and water quality studies are described both in the descriptions of Tasks 10 through 13 and, somewhat independently, in Appendix L. Unfortunately, the task descriptions and the appendix are not well integrated, and sometimes appear contradictory. This makes for better wildlife viewing for all of us. It is designed to capture, store and redistribute fresh water previously lost to tide and to regulate the quality, quantity, timing and distribution of water flows. Methods and Results. The plan is a 50-50 partnership between the State of Florida and the federal government. Such results should be treated with caution. I didn’t want to stop at just the advantages of travelling abroad… As much as I love being on the road, there are both travelling advantages AND disadvantages you encounter along the way. 106-541), was a major step toward coordinated, multi-agency ecosystem restoration. The most important overall improvement to the document would be a greater attention to the CERP principle that “each incremental step [be] viewed as an experiment accompanied by one or more hypotheses that predict how that step will improve the system” (USACE, 1999), a concept generally termed adaptive management. Everglades restoration will result in healthier habitats that support more wildlife, like manatees, crocodiles, and birds. Florida Everglades Restoration: Background 1 on Implementation and Early Lessons Introduction In the last few decades, the United States has devoted enormous effort and billions of dollars towards restoring some of our most important ecosystems such as the Great Lakes, Florida Everglades (Everglades), and Chesapeake Bay. The need for water storage for the CERP has led to the proposal to drill over 300 aquifer storage and recovery (ASR) wells in south Florida (Figure 1). In coordination with other CERP science initiatives such as RECOVER (REstoration Coordination & VERification), an opportunity exists to develop indicators that can be employed in both system-wide monitoring and the ASR Regional Study. It is a form of integrated learning that … It covers 16 counties over an 18,000-square-mile (47,000 km 2) area and centers on an update of the Central & Southern Florida (C&SF) Project also known as the Restudy. The Central and Southern Florida (C&SF) Project, which was first authorized by Congress in 1948, is a multi-purpose project that provides flood control, water supply for municipal, industrial, and agricultural uses, prevention of saltwater intrusion, water supply for Everglades National Park, and protection of fish and wildlife resources. This may require additional monitoring during cycle testing beyond that anticipated in the PMP. As part of that mission, our team works with SFWMD and the U.S. Army Corps of Engineers to implement the Comprehensive Everglades Restoration Plan — a 35-year plan to restore, protect and preserve the water resources of the Everglades region. Lorsque initialement autorisé par le Congrès américain en 2000, on a estimé que le CERP coûterait un total de 8,2 milliards de dollars et durerait environ 30 ans. SOUTH FLORIDA — Founding leaders of the Comprehensive Everglades Restoration Plan initiated a monumental project 20 years ago by gaining national recognition of the need for more freshwater to reach the southern portion of the Everglades and Florida Bay. The Comprehensive Everglades Restoration Plan (CERP), authorized in the Water Resources Development Act of 2000 (WRDA 2000); (P.L. The regional modeling described in Task 9 may come closest to this ideal; in this task the plan specifically discusses multiple model runs for a range of alternatives (in terms of well locations and numbers). This infrastructure is located in South Florida and controls water in the Everglades. The objective was to stop the flow of those harmful agricultural nutrients into the Everglades, Florida’s rivers and eventually its beaches. Most of this report focuses on Chapter 3 of the PMP, which outlines the technical tasks. commendable. As the ecosystem recovers, even more visitors will be drawn to the area. The CERP would use porous and permeable units in the Upper Floridan aquifer (UFA) to store excess surface water and shallow groundwater at rates of up to 1.7 billion gallons per day (bgpd) (6.3 million m3 per day) during wet periods for recovery during seasonal or longer-term dry periods. Washington, DC: The National Academies Press. The state argues that the purchase would … Comprehensive Everglades Restoration Plan (CERP, or “plan”) was proposed as a way to correct historical misallocations of water through hydrological and ecological restoration of the Everglades system (Clarke 2003). The Republican governor was there to watch Clinton, a Democrat, sign into law a bipartisan bill, the Comprehensive Everglades Restoration Program, aka “CERP,” hailed as the largest environmental restoration project in the planet’s history. The Everglades is recognized both nationally and internationally as one of the world's most unique natural and cultural resources. The authors of the document should be commended for the effort that went into producing the plan and for the comprehensiveness of the proposed study. the comprehensive everglades restoration plan Essay Examples. The affect of different restoration alternatives can be seen using monitoring data, and compared against other environmental variables to determine what the best future actions are based on results of previous projects. Some of the task descriptions suggest that the study will be conducted as a relatively routine engineering exercise rather than a comprehensive and integrated scientific study to “investigate regional technical and regulatory issues governing the feasibility of full-scale ASR implementation…and develop tools to assess the feasibility and increase the level of certainty of successful ASR implementation,” which is the stated objective of the study. Comprehensive Everglades Restoration Plan (CERP) (WRDA 2000, PL 106-541) Authorized $7.8 billion for a 36 year restoration project consisting of 68 components to be cost shared 50/50 by the federal government and the state. Adaptive management recognizes that natural systems are remarkably complex and difficult to predict. The Comprehensive Everglades Restoration Plan (CERP) is a framework and guide to restore, protect, and preserve the water resources of central and southern Florida, including the Everglades. The Comprehensive Everglades Restoration Plan (CERP) aims, in part, to restore the Everglades eco-region to a flow regime more characteristic of historical patterns. While slightly brackish water may be acceptable for drinking water, increases in salinity, and other water quality changes resulting from inputs of ASR water to surface ecosystems, may have unknown ecological effects. This function involves close coordination with the lead agencies The Comprehensive Everglades Restoration Plan (CERP), approved by the U.S. Congress in 2000, is a 30-year, $12 billion ecosystem restoration plan that hopes to achieve sustainability for the natural system in south Florida. This sampling period may need to be longer to allow assessment of potential long-term effects on community composition, especially given interannual variability in factors such as rainfall, temperature, extreme events, etc. ASR wells can be located in areas of greatest need, thus reducing water distribution costs, and ASR permits recovery of large volumes of water during severe, multi-year droughts to augment deficient surface water supplies (USACE, 1999). Florida Everglades. The PMP is organized primarily into a series of “technical tasks,” each having a budget, a timetable, subtasks, and a list of assumptions. Congress authorized the long-range Comprehensive Everglades Restoration Plan in 2000. storage as part of the Comprehensive Everglades Restoration Plan • Changes in factor and output prices Advantages and Disadvantages of Sugarcane Production on Mineral (Sand) Versus Muck Soils in Florida Advantages • More area available for industry expansion, as sugarcane grown on muck soils faces increasing pressures for tighter environmental management and public land acquisition. Jump up to the previous page or down to the next one. [6] The objective of this paper is to document an alternative salinity model developed with a novel approach integrating time series modeling and salinity forcing function analysis with data collected from the Caloosahatchee River Estuary (CRE), Florida. We won’t need to desalinate our water, and water quality will improve! I found that water quality changes associated with the restoration effort will likely reduce lobster recruitment in Florida Bay 6-24% and will likely prevent the restoration of loggerhead sponges and vase sponges on which the lobster depends for shelter in Florida Bay. Throughout recent decades there has been a movement towards restoration of the Everglades ecosystem. Share a link to this book page on your preferred social network or via email.
